Modifying a balcony: what permits are needed?

Before understanding which authorizations are necessary, it is essential to distinguish the type of intervention you intend to carry out. Not all balcony modifications involve the same administrative obligations.

What type of intervention is it?

Changes can fall into several categories:

  • Ordinary maintenance: simple interventions such as replacing tiles, painting the railing or small restoration works. They generally do not require building permits.
  • Extraordinary maintenance: more significant changes, such as replacing the parapet with a different one or remaking technical elements.
  • Real building transformations: closing the balcony with permanent structures, creating a veranda or expanding the surface.

A crucial aspect is the aesthetic impact on the facade. Even without structural changes, a change visible from the outside may require a communication to the Municipality or the consent of the condominium.

When permission is not needed

Some interventions fall within free construction, for example:

  • replacement of the floor with similar materials;
  • waterproofing;
  • installation of lightweight, removable awnings.

In these cases, formal building practices are not required, but compliance with the condominium regulations and architectural decorum remains mandatory.

When CILA is needed

The CILA (Certified Notice of Commencement of Works) is necessary for extraordinary maintenance interventions that do not involve structural parts.

They often fall into this category:

  • modification of parapets;
  • replacement of the railing with a different model;
  • renovation of technical elements of the balcony.

The application must be presented by a qualified technician before starting work.

When SCIA is needed

The SCIA (Certified Report of Start of Activity) is required for more significant interventions that affect the external appearance of the building but do not involve an increase in volume.

For example:

  • installation of some types of permanent glass;
  • significant changes to the parapet.

The rules may vary from Municipality to Municipality, so it is always advisable to check with the local technical office.

When you need a Building Permit

The Building Permit is necessary when the intervention:

  • leads to increase in volume;
  • substantially transforms the property;
  • create a stable veranda;
  • expand the balcony.

These are interventions subject to a longer authorization process and more rigorous controls.

Pay attention to constraints. If the building is located in the historic center or in a restricted area, further authorizations may be required, such as:

  • landscape clearance;
  • opinion of the Superintendence.

In these areas even minor interventions may be subject to more stringent rules.
