ROME - Generals under siege. The defense properties to be disposed of could double if an amendment to Legislative Decree 102/2003 presented by Maurizio Eufemi to the Senate Finance Committee was accepted. The Undersecretary of Economy and Finance Maria Teresa Armosino, who spoke yesterday in the Commission, defined these amendments as 'music to my ears' but the President of the Commission, Riccardo Pedrizzi, expresses strong doubts about the changes.
The defense houses. The fate of Legislative Decree 102/2003 appears unclear. On the one hand the Economy, which through Maria Teresa Armosino makes it clear that it is more than in favor of parliamentary changes that increase the number of homes to be sold, currently around 2,500. 'There will be a good debate in the country. If we had made the request for a certain number of properties (originally 12 thousand, ed.), it means that we knew what the intention of the tenants was, who in most cases are no longer serving soldiers and want to buy. We'll see if the tenants will make their voices heard.'
In fact, the two tenants' and occupants' associations, Casadiritto (which has existed for a decade) and the Military Families Housing Committee are asking to increase sales, allowing purchases especially to those with incomes exceeding 35 thousand euros. In particular, Casadiritto supports a PDL of the DS which, in addition to increasing sales and reallocating proceeds to build new housing, provides for rent protection for those with annual incomes of less than 25 thousand euros.
The Eufemi amendment also allows the sale of accommodation 'connected to the position' if not directly occupied by the holder of the position and the suspension of evictions.
But on the other front there are first and foremost the Ministry of Defence, which voted for the legislative decree in the Council of Ministers after a very tough discussion, and the Cocer military, who speak of a 'sell-out' which has 'no moral legitimacy'. According to Pasquale Varone, the absence of planning for new buildings is scandalous in the presence of now 20 thousand volunteers in permanent service and just as many 'temporary workers', while we are thinking of selling the existing ones.
And Riccardo Pedrizzi, president of the Senate Finance Committee, underlines that the legislative decree in its original formulation is the result of a difficult balance reached in the Council of Ministers. And that should absolutely not be altered. In any case, we will take into account the opinion that the fifth Commission will give. This affair cannot take into account exclusively the revenue: here there is a social problem that affects thousands of families.' Today Pedrizzi has scheduled a hearing of the tenants' representatives.
The 'Stu' and the Municipalities. Also on Legislative Decree 102, the position of the ANCI must be noted, decidedly controversial on the prospect of the State taking the initiative for the establishment of 'urban transformation companies'. Anci requests that the agency can only present a proposal to the Municipalities, to whom the final decision is reserved.
The two Scip. Maria Teresa Armosino also focused on Scip 2, explaining that 'after Siniscalco's recall things moved and now Scip 2 is recovering' and that 'Scip 3 will be done in any case, it is important that the Defense contributes judiciously'.
