New rules for affordable rental contracts....

Six types of contract, distinction between small and large rental property, defined by the possession of over one hundred real estate units; possibility of stipulating subsidized contracts not only with individuals but also with groups of university students and with companies for the right to study; possibility for businesses to participate in local agreements to meet the housing needs of non-resident and immigrant workers; extrajudicial conciliation commission for the settlement of disputes.
These are the contents of the decree of the Deputy Minister of Infrastructure and Transport which defines the general criteria to be taken as a reference for the implementation of local agreements for the stipulation of subsidized rental contracts provided for by law 431/98 (these are contracts which provide for a duration of three years renewable by right for another two), of transitional rental contracts and of contracts for university students.
Law 431 in fact provides, as an alternative to the contract freely defined between the parties, the possibility of a 'concerted' rental contract.
The decree, countersigned by the Minister of the Economy, was issued despite the absence of a unitary agreement between the most representative owners' and tenants' trade union organizations at a national level. Six types of contracts (and a table of additional charges) are attached to the decree.
There are two types of contracts for each of the three aforementioned types: the first must be taken as a reference for individual properties, the second must be used if the lessor is a large property. The territorial agreements, to be signed between the most representative trade union organizations of building owners and tenants at local level convened by the municipalities, must establish bands of fluctuation of the rent within which, according to the characteristics of the building and the real estate unit, the rent for the individual contracts is agreed between the parties.
