Ministry of Tourism: how the CIN works for short-term rentals

The CIN (National Identification Code) represents an important innovation in the short-term rental sector, allowing you to easily identify legal accommodation and helping to improve the tourist experience.

Specifically, the BDSR, or Database of Accommodation and Accommodation for Tourist Use, established by the Ministry of Tourism monitors and regulates short-term rentals at a national level.

This system aims to improve transparency and safety in the sector, identifying each accommodation through a National Identification Code (CIN) mandatory for anyone offering short-term rentals for tourism purposes. Thanks to the BDSR, the State can have more precise control of tourist rental activities, combating tax evasion phenomena and improving the quality of tourism.

Since when is the CIN mandatory for short-term rentals?

From 1 September 2024, the obligation to have a National Identification Code (CIN) came into force for all accommodation facilities, which can obtain it by registering in the new Accommodation Structures Database (BDSR), managed by the Ministry of Tourism - pursuant to art. 13-ter, legislative decree 18 October 2023, n. 145, converted with amendments by Law 15 December 2023, n. 191 and Provincial Law 5 August 2024 n. 9.

The CIN is mandatory for all properties intended for short-term rentals, i.e. with rental contracts lasting no more than 30 consecutive days.

The code must be reported on any advertising platform or site, such as Airbnb, Booking, and also on private promotion and advertising channels. Failure to provide the CIN may result in administrative sanctions, which vary depending on the region.

Who should apply for the CIN?

The CIN must be requested by all owners of properties who rent them short-term for tourism purposes, including those who rent only occasionally.

The deadlines for requesting the CIN: new extension to 2025

To be in compliance, owners must request the CIN before publishing the advert or welcoming guests. Initially, a 120-day window was given to request the CIN and allow everyone to gradually adapt to the new rules.

However, following numerous requests from operators in the sector, the deadline for obtaining the CIN for accommodation facilities and properties intended for short-term rentals had been extended to 1 January 2025.

The Ministry of Tourism has in fact decided to extend the deadline to allow bed and breakfasts and owners of rental units to adapt to the new regulations and thus avoid severe penalties.

How to obtain the CIN code for short-term rentals? 

To obtain the CIN it is necessary to access the BDSR website, after registering with SPID or CIE. Once registered, you must enter the property data, including location, characteristics and intended use.

At the end of the registration, the identification code is generated, which will be unique and valid for all rental and accommodation advertising platforms.

How to obtain CIN if I am a foreign citizen? 

Foreign citizens who rent properties in Italy for short periods for tourism purposes must also request the CIN through the BDSR. They must then access the official website and complete the registration procedure, following the same instructions valid for Italian citizens.
