Referring in particular to the "General information" group, it was clarified that in no case, thanks to the benefits of the thermal account, can a system be provided free of charge. In this regard, it was explained: "The thermal account returns, at most, 65% of the expenses incurred. Therefore, systems supplied free of charge will not be eligible for incentives. Any operation that involves the free supply of systems thanks to the benefit of the thermal account must be presumed to imply misleading indications. Anyone who becomes aware of actions of this type is invited to promptly report them to the GSE".
Referring then to the "Information on eligible interventions" group, it was underlined that to be eligible for thermal account incentives, payments must be made solely by the responsible party. In this regard, it was highlighted: "Given the high number of requests for clarification received regarding the methods of payment for interventions, it is specified that, except in the specific cases explicitly provided for by the Application Rules, the Responsible Party must be the same person who makes the payment. Interventions for which the same supplier of the intervention (for example the installer) has made the payment to himself are in no way eligible".
