It will take time. But things could really change with the quality certification of properties, a very detailed proposal launched by Confedilizia and Rina. It is the first serious attempt to respond to a strong demand from the market and operators: to introduce clear criteria to define the quality of a property.
Rina (Italian Naval Register, active since 1861) is a certifying body that has been involved in quality control in large works since the 1970s and which has undertaken to define the standards to be applied, in agreement with Confedilizia, which can boast a profound knowledge of real estate problems.
The choice of who decides to request certification will constitute a guarantee of great importance for those who use the property but also for potential buyers. It is therefore easy to predict that the buildings involved will, in the immediate future, be properties owned by a single owner or prestigious condominiums.
The field of applicability.
The initiative is not directly in competition with the one launched by ANCE, because it is essentially aimed at entire existing buildings and, in any case, with a different approach. However, it is specified that they are also applicable to buildings under construction depending on the progressive implementation of the elements. In this case the checks are carried out and the certification is issued at the end of the work.
Finally, the certification can also be issued to individual real estate units but will be limited to the class (i.e. maintenance activities) and additional notations.
The process.
The operational phases of the certification process start from documentary data and inspection visits.
Among the former, it should be remembered that guidelines indicate the authorization data, the Prg and the urban planning regulations and the relative compliance of the property, the structural requirements, the analysis of the systems (meaning the accessory technological equipment referred to in Presidential Decree 380/2001), the maintenance and ordinary management plan. The inspection visits will instead consist of examinations of the environment surrounding the property, the structural requirements, the functionality of the systems, the state of conservation, the procedural application of the maintenance and ordinary management plans. Instead, they range from the detection of potentially toxic materials, to noise pollution, to energy saving, to cabling, to the soil and subsoil environment, to electromagnetism.
The three levels.
Certification is possible at three levels. The first, called Build-cert, consists in the finalized identification of the property, followed by the analysis of the technical documents (relating to all changes subsequent to construction) and the state of conservation, from the existence of easements and disputes to the state of the land (waterways), the type and consistency of the load-bearing structures, the systems (hydro-sanitary, fire prevention, electrical, thermal, lifts). The second level is the Build-man (maintenance), where the maintenance plan, prepared by the owner (or condominium) with the relevant maintenance program, is put under the microscope. Rina then verifies the management of the property, through the examination of the administrative, legal-insurance and rental services, both with documentary verification and with an inspection visit. The third level (Build-plan) is the most sophisticated and consists in verifying the adoption, by the owner, of a real plan designed for the .
The contents of the management system must be inserted into a diagram (reproduced on this page). An efficient management information system (S.i.ge), which for Rina is for Build-plan level certification, must have requirements that satisfy manageability, data availability, updateability, integration, consistency and security.
