The physical census of all state property assets of the State has been started, both for available and unavailable assets.
Already 5 thousand assets have been cataloged by the State Property Agency. But the actual census which will start in a few months, consists of a cataloging with field investigations, architectural surveys, evaluations and, finally, the insertion of the data collected into an electronic archive. The operation is part of a new philosophy of valorisation of public assets initiated by the State Property Agency and which has already seen agreements with the municipalities of Rome, Venice and Genoa, and soon with Milan. The objective is to involve private individuals in projects, desired by both ministries and local authorities, with a unbureaucratized logic, a sort of 'turnkey' for the investor. Meanwhile, the tender for assigning the work has started and the final offers are expected by the first ten days of April. Once the tender is concluded, cataloging will begin, probably already before the summer. The work, never carried out, could concern more than 30,000 assets, scattered across the entire national territory, from small islands to the Alps.
Only at the end of 2005, according to the work program, will even the smallest plots of unavailable heritage land be registered. But already from 2004, with a time-bound programme, we will have an overall picture of a significant number of assets, those that can be valorised and perhaps used for future securitisations.
Starting from January, the 5,000 assets administratively cataloged by the State Property Office have been joined by a new electronic management of the payment of fees for using public property. In practice, for rented assets, the State Property Agency now sends a payment slip (an electronic F23) which at the end of the year will allow you to have an overall view of the performance of public assets but also to ferret out defaulters, verify anomalies, and find illegal workers.
But above all the new philosophy of agreements with local authorities is what the State Property Agency is focusing on for the valorization of public heritage. An agreement, which is estimated to bring over 500 million euros into the state coffers, has been reached with the Municipality of Rome. Another one will be signed on Monday, which aims at a valorisation of the same amount, with the municipality of Milan. It will concern state-owned properties in the center of the Lombardy capital. Similar projects are underway, then, for the valorization of the Arsenale area in Venice (which will soon have a change of intended use) and of the system of forts that surrounds Genoa (for which the aim is for uses for public and private purposes).
On the occasion of the Mipim in Nice, Italy will present to investors precisely these investment opportunities on assets that have already obtained the change of intended use and for which a project already exists in agreement between the central State and local authorities.
